Leadership
Collaborative leadership is a theme of the PHE Guide on Whole System Approaches and much has been written about the importance of system leadership.[1] In many of the international examples, such as Amsterdam, political leadership is also cited as a key factor of success.
Engaging with senior leaders to obtain their support is one of the main steps in phase 1 of the PHE WSA process. The importance of this step cannot be underestimated and it is recommended that local areas invest time and resources to getting this stage right.
